Hemington Parish Council wishes to appoint a Clerk and Responsible Financial Officer from 1 October, when the current Clerk retires.
This rural Parish of about 700 people includes Hemington, with School and Church, Hardington, Foxcote (Church). Faulkland, the main centre of population, has a playing field, village green and hall and nearby pub. The Council is currently advertising for a part-time maintenance person.
The position is for 20 hours per month. The applicant should hold the Certificate in Local Council Administration or be prepared to obtain it within two years. The council meets monthly, usually on the second Wednesday, in Faulkland Village Hall.

Applicants, who will work flexibly from home, must be able to communicate well at all levels, be computer literate and have internet access. Ideally, you will have previous experience working as a Parish Clerk or have knowledge of local government, although training can be provided. A laptop will be supplied. Candidates should hold the Certificate in Local Council Administration or be prepared to study to obtain it within two years.
The Clerk is responsible for preparing agendas, taking minutes, dealing with correspondence, liaising with contractors and local government officials, preparing a monthly summary of activities for the parish magazine and supplying copy to the web site, which is managed externally.
As Responsible Financial Officer you will manage accounts to include cash book, bank reconciliations, budgets and VAT returns, and organise audits.
The successful candidate will be expected to become familiar with the requirements of the General Data Protection Act and to act as the Council’s Data Controller.
As Proper Officer, the Clerk ensures correct procedures are followed and advises the Council to ensure that it acts within its powers.
The salary is based on 20 hours per month, calculated according to the National Joint Council rates within the range (LC1 and part LC2) SCP 22 (10.953 per hour) to 27 (12.815), dependent upon qualifications and/or experience. Mileage is reclaimable at 45p per mile.
