Ilton Parish Council – Clerk & RFO

Ilton Parish Council are seeking to appoint a Parish Clerk and Responsible Financial Officer (RFO).

The post is part-time for an average of 30 hours a month, mostly home based. The working hours are very flexible and include attending the monthly parish council meetings held in the evening on the second Tuesday of the month, except for August, in the village hall in Ilton.
This is an interesting and very varied position. Duties include preparing agendas, producing minutes and receiving and responding to Council correspondence which is now mostly by email. As Responsible Financial Office the Clerk is responsible for all aspects of financial administration of the Council including HMRC records and VAT claims, as well as the production of final year-end accounts and audit submission. The job will also entail updating the Council website.
In addition the Clerk is responsible for the management of the Cemetery, liaising with funeral directors and the maintenance of Cemetery records.

The applicant must have excellent literacy, numeracy, communication and IT skills and be able to work on his or her own initiative. The successful candidate is not required to have local government experience and training will be available. There is the opportunity to work towards the Certificate in Local Administration qualification.
The starting salary will be as per the national recommended scale for part-time clerks starting at NALC SCP scale 14 equivalent to £12.00 per hour.
